White House Orders Section 232 Investigation for Copper

In an Executive Order published on February 25, 2025, President Trump announced a Section 232 investigation of copper imports to “determine the effects on national security.”

This investigation will review all forms of copper imports, including but not limited to:

  • Raw mined copper;
  • Copper concentrates;
  • Refined copper;
  • Copper alloys;
  • Scrap copper; and
  • Copper derivative products.

Within 270 days of this Executive Order, the Secretary of Commerce shall submit a report to the President that will include findings on the dependance of copper imports, recommendations to mitigate this dependance, and potential policy changes to strengthen the copper supply chain.
