Presidential Proclamation Published to Modify HTS

In a Proclamation published in the Federal Register on December 28, 2021, The White House announced its intent to implement the World Customs Organization's (WCO) five-year update to the Harmonized Tariff Schedule of the United States (HTS). 

According to the Proclamation, the HTS changes will take effect 30 days after the date of publication in the Federal Register.

The Proclamation additionally removes Ethiopia, Guinea, and Mali from the list of beneficiary countries to the African Growth and Opportunity Act (AGOA). Those changes will take effect on January 1, 2022.

Minor modifications to other trade agreements are also outlined in the Proclamation.
