In a Cargo Systems Messaging Service (CSMS) bulletin published on April 11, 2025, U.S. Customs and Border Protection (CPB) issued updated guidance on products that will be excluded from reciprocal tariffs.

These exempted goods will need to report 9903.01.32 as the secondary classification to declare the exemption to CBP that are entered for consumption or withdrawn from a warehouse for consumption on or after 12: 01 a.m. Easter Daylight Time on April 5, 2025.

CBP states that entry filers should take action to correct these entries that are either still within 10 days of cargo release, through a post summary correction for unliquidated entries, or through a protest on entries that have been liquidated but not have not yet had their protest period expire.
