New Duty Rates and HTS Codes for Imported Coffee into Puerto Rico

On April 12, 2018, U.S. Customs and Border Protection (CBP) announced new Harmonized Tariff Schedule (HTS) codes and duty rates for the importation of coffee into Puerto Rico.

The new HTS codes are:

  • 0901 – Roasted Coffee;
  • 2101.11 – 2101.12 – Instant coffee or preparations there of;
  • 2202.99.28 – Milk based liquid coffee products;
  • 2202.99.90 – Water based liquid coffee products.

Regular coffee will have a duty rate of $2.50 per pound, while instant coffee will have a duty rate of $1.25 per dutiable pound. CBP calculates the dutiable pounds as the manufacturer’s Yield Factor, or how many pounds of regular coffee used to make a pound of instant coffee.
