On September 5, 2017, the Agricultural Marketing Service (AMS) published a notice in the Federal Register, announcing amendments to the Cotton Board Rules and Regulations which will increase the fees collected on cotton and the cotton content of products imported into the US. The amended fee will go into effect on November 6, 2017.

The amended assessment is be based on a combination of two calculations:

  1. The weight of the cotton imported—$1 per 226.8 kilograms of cotton.
  2. The value of imported cotton lint or the cotton contained in products— A rate of 5/10ths of 1% of the value of domestically produced cotton.

The amendments result in an increase of $0.000498 per kilogram over the current assessment of $0.011012 per kilogram, with a new rate of $0.01151 per kilogram.
