ACE Messaging Changes for Certain APHIS Cargo

On July 12, 2023, the U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) issued Cargo Systems Messaging Service (CSMS) #56938140 announcing a phased implementation of messaging that will be used to communicate with entry filers. 

Per the CSMS, APHIS will begin sending status messages for cargo destined to an APHIS Plant Inspection Station (PIS). Instead of an automated "may proceed" message via the Automated Commercial Environment (ACE), status messages will be sent such as:

  • "Data Under Review",
  • "Hold Intact", and
  • "Data Rejected."

Once the inspection process is completed by APHIS, a "may proceed" message will be sent.

The messaging will be deployed in four phases beginning August 7, 2023, and the messaging will be fully deployed on September 18, 2023.
