On September 22, 2022, the U.S. Department of Agriculture announced special import quota #23 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 12,112,732 kilograms.
The quota will be established on September 29, 2022. It will apply to upland cotton purchased by December 27, 2022 and entered into the U.S. by March 27, 2023. Entries under this quota can be entered under 9903.52.23. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
