US CBP & Partner Government Agencies Provide COVID-19 Updates

U.S. Customs and Border Protection (CBP) announced a new website for COVID-19 updates.  The website has information for the trade community issued by CBP as well as links to information for Partner Government Agencies. 

Additionally, CBP launched a web portal for COVID-19 related import questions.  The portal will include an FAQ section with basic guidance. 

CBP issued guidance on importations of products for COVID-19 relief efforts, including international donations accepted by the Federal Emergency Management Agency (FEMA) through the International Assistance System (IAS) and goods imported by charities for disaster relief.

The Alcohol and Tobacco Tax and Trade Bureau (TTB) announced that several filing and payment due dates are postponed for 90 days where the original due date falls on or after March 1, 2020, through July 1, 2020.  This includes filings and payments such as excise tax payments and returns, and operational report submissions, amongst others.  TTB is considering emergency variations from regulatory requirements on a case-by-case basis and reviewing penalty relief requests based on reasonable cause.

The Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) issued guidance that all import documents will be accepted through the Automated Commercial Environment (ACE) Document Imaging System (DIS) for shipments arriving through May 16, 2020.  This includes veterinary certificates and supporting documents for veterinary permit requirements.  Shipments without the proper documentation will be refused entry.  High risk products, as defined in the guidance, still require hard copy veterinary health certificates.
