On June 3, 2025, The White House issued the Presidential Proclamation "Adjusting Imports of Aluminum and Steel into the United States." Concurrently, U.S. Customs and Border Protection (CBP) published three bulletins via its Cargo Systems Messaging Service (CSMS) with guidance on the adjustment.
The Proclamation increases the rate from 25% to 50% for all items subject to 232 duties for steel and derivatives or aluminum and derivatives, with exception for those items from the United Kingdom, which will remain at 25% through July 9, 2025.
Additionally, the Proclamation adjusted the order of applicability of certain tariffs, moving tariffs for 232 steel and aluminum "ahead". The new order of applicability is as follows:
- 232 tariffs for automobiles and automotive parts;
- 232 tariffs for steel and derivatives or aluminum and derivatives;
- International Emergency Economic Powers Act (IEEPA) tariffs on goods of Canadian origin; and
- IEEPA tariffs on goods of Mexican origin.
The Proclamation also announced that goods subject to 232 tariffs for steel or aluminum will be subject to will still also be subject to IEEPA "reciprocal" tariffs for any non-steel or non-aluminum content of those items.
The adjusted tariffs became effective at 12:01 a.m. on June 4, 2025.
