On May 27, 2021, in the Diario Oficial, Mexico published the Fifth Resolution of Modifications to the General Rules of Foreign Trade for 2020. The changes include details on how the Value Manifest will be provided by importers to customs authorities. The notice also confirms that certified automotive companies and authorized economic operator (AEO) certified companies on temporary entries under an IMMEX program are not required to transmit or provide the Value Manifest unless it is requested by customs authorities (Reference Rules 1.5.1; 4.5.31 and 7.3.3). The new Value Manifest format will be required 90 days after its publication by the Mexican Revenue Administration Service portal through its Digital Window.
