European Union Delays Counter-Tariffs on U.S. Goods

On 31 March 2025, the European Commission adopted Implementing Regulation (EU) 2025/664. This regulation amends Implementing Regulation (EU) 2023/2882, which originally suspended commercial policy measures concerning certain products originating in the United States initially imposed by Implementing Regulations (EU) 2018/886 and (EU) 2020/502.

Implementing Regulation (EU) 2025/664 contains several key provisions. First, the regulation extends the suspension of the additional VAT beyond the initial end date of 31 March 2025. This extension aims to provide additional time for ongoing negotiations between the EU and the U.S. regarding trade measures. Second, the suspension applies to the additional duties previously imposed on specific U.S. products, including various food items, steel and aluminum products, and other goods listed in the annexes of the original regulations.

Implementing Regulation (EU) 2025/664 extends the suspension outlined in Implementing Regulation (EU) 2023/2882 to 14 April 2025.
