Department of State Amends Proscribed Countries

On July 7, 2025, the Department of State ("State") published a final rule in the Federal Register announcing revisions to certain country-related controls in the International Traffic in Arms Regulations ("ITAR").

According to the rule, State is making changes to section 126.1 of the ITAR to align with recent United Nations Security Council Resolutions ("UNSCRs") for the Democratic Republic of the Congo, Haiti, Libya, Somalia, Central African Republic, Sudan, and South Sudan. 

The rule also makes additional corrections and clarifications to the ITAR, including amending the list of North Atlantic Treaty Organization (NATO) member countries to include Finland and Sweden and amending the list of non-NATO allies to include Colombia, Kenya, and Qatar. 

The changes became effective on July 7, 2025.
