Commerce Seeks Comments on AD/CVD Changes

On August 13, 2020, in a Federal Register Notice (FRN), the U.S. Department of Commerce’s International Trade Administration published a proposed rule and request for comments on modifications of regulations to administer and enforce the antidumping duty (AD) and countervailing duty (CVD) laws.

The proposed changes include, but are not limited to:

  • The establishment of a deadline for comments on industry support;
  • The revision of provisions concerning new shipper reviews to address abuse of current procedures and conform to statutory changes; and
  • The revision of provisions concerning scope inquiries to “preserve resources, expedite deadlines, and remove unnecessary and burdensome notice and service requirements.”

Comments must be submitted by September 14, 2020.
