Commerce Initiates an AD/CVD Investigation for Silicon Metal

On March 29, 2017 the Department of Commerce (Commerce) issued a Fact Sheet announcing the initiation of an Antidumping and Countervailing duty investigation of Silicon Metal from Australia, Brazil, Norway, and Kazakhstan.

The Fact Sheet explains that, “The scope of these investigations covers all forms and sizes of silicon metal, including silicon metal powder.  Silicon metal contains at least 85.00 percent but less than 99.99 percent silicon, and less than 4.00 percent iron, by actual weight.”

The International Trade Commission (ITC) is schedules to have its preliminary determination of the cases by April 24, 2017. The tariffs covered under this investigation fall under tariffs 2804.69.1000 and 2804.69.5000. The alleged dumping margins fall between:

  • Australia: 28.58% - 52.81%
  • Brazil: 15.41% - 134.92%
  • Norway: 32.25% and 45.66%
  • Kazakhstan: Above de minimis
