COBRA User Fee Changes Deployed in ACE

On September 21, 2020, in Cargo Systems Messaging Service (CSMS) #44153809, U.S. Customs and Border Protection (CBP) announced the deployment of the changes to user fees within the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) to the Automated Commercial Environment (ACE).

The complete list of changes can be found in the Federal Register Notice and includes:

  • The Merchandise Processing Fee (MPF) minimum and maximum for formal entries will change from $26.79 and $519.76 to $27.23 and $528.33 respectively.
  • The informal entry fee will increase to $2.18.
  • The manual entry or release surcharge will increase to $3.27.

The changes are effective for entry dates on or after October 1, 2020.
