CBSA Issues CARM Release 2 Implementation Update

In a notice on August 14, 2023, the Canada Border Services Agency (CBSA) issued an update on the implementation of the CBSA Assessment and Revenue Management (CARM) Client Portal Release 2. In October 2023, a soft release is planned for testing with selected industry partners. According to the notice, “CARM will become the official system of record for the collection of duties and taxes for commercial goods imported into Canada” in May 2024.

In May 2021, Release 1 launched the Client Portal and allowed importers and brokers to view transactions and account statements, request rulings, and pay invoices electronically.

Release 2 will include new features such as:

  • Adjustable electronic commercial accounting declarations;
  • Harmonized billing cycles; and
  • “The ability to…register for a Business Number (BN9) [and] enrol in various CBSA commercial programs.”
