CBP to Issue all Refunds Electronically via ACH

In a Cargo Systems Messaging Service (CSMS) bulletin published on January 2, 2026, U.S. Customs and Border Protection (CBP) announced that it will soon issue all refunds electronically via Automated Clearing House (ACH).

In preparation for this change, CBP has done the following:

  • Added an automated ACH Refund Authorization tool in the Automated Commercial Environment (ACE) Portal.
  • Added Automation to the ACE Portal importer account application, which is needed to access the ACH Refund Authorization Tool.
  • Provided a CBP Electronic Refund Enrollment Reference Sheet to guide importers and parties on taking the necessary steps for this upcoming change.

This change to how CBP will issue refunds will go into effect on February 6, 2026.
