CBP Renews Pilot For Air Cargo Electronic Export Manifest

On May 6, 2026, U.S. Customs and Border Protection (CBP) published a notice in the Federal Register renewing and extending the Export Manifest for Air Cargo test in the Automated Commercial Environment (ACE). 

The ACE Export Manifest for Air Cargo test is a voluntary pilot program in which participants submit data elements related to an export manifest prior to the loading of cargo onto an aircraft. The test is intended to "examine the functionality regarding the filing of export manifest data for air cargo electronically in ACE", as well as gather information on the "feasibility of requiring the manifest information to be filed electronically in ACE within a specified time" prior to cargo load. 

The test period is extended two years to May 6, 2028.
