Posted by Timothy Miller on 4/16/26 5:00 PM

In a Cargo Systems Messaging Service (CSMS) bulletin published on April 16, 2026, U.S. Customs and Border Protection (CBP) reminded periodic monthly statement (PMS) test participants that they are required to submit payments for supplemental duty bills electronically.

This requirement was implemented on December 15, 2025. Supplemental duty bills paid by methods other than the Pay.gov Bill Payment Form or ACH Credit by PMS test participants may result in suspension of monthly statement payment privileges.
