CBP Releases Harmonized System Update 1918

On November 6, 2019, U.S. Customs and Border Protection (CBP) issued Cargo System Messaging Service (CSMS) #40531423 announcing the October 31st creation of Harmonized System Update (HSU) 1918.  This update includes modifications to support Presidential Proclamation 9955 and adjustments for the PGA message sets.

Presidential Proclamation 9955 includes the reinstatement of some Generalized System of Preferences (GSP) benefits for Ukraine and the revocation of GSP eligibility for Thailand.  It also recognizes Mali as a lesser developed beneficiary sub-Saharan African country for the purposes of the African Growth and Opportunity Act (AGOA).
