On September 10, 2018, U.S. Customs and Border Protection published instructions on filing Non-ABI/Manual Entry Summary entries.

Non-Automated Broker Interface (non-ABI) manual entry summary procedures include:

  • Document and timeliness requirements are the same as other entry summaries;

  • A returned invoice to the filer serves as the release notification to non-ABI filers;

  • An electronic notification of the release is sufficient if entry documents are submitted electronically;

  • Lineless non-ABI entry summaries may use entry types: 01, 04, 05, 08, and 11 (consolidated) transactions only, 21, 22, 24, 25, and 31;

  • U.S. Virgin Island ports may use entry types (except for Quota, AD/CVD, Reconciliation, Drawback and Vessel Repair): 01, 06, 08, 11, 21, 22, 23, 24, 25, 31, 51, and 52.
