CBP Publishes Guidance on Section 232 Aluminum, Steel, and Copper

In a Cargo Systems Messaging Service (CSMS) bulletin published on April 3, 2026, U.S. Customs and Border Protection (CBP) published guidance on the implementation of the changes to Section 232 duties on imports of aluminum, steel, and copper.

This guidance was issued to implement the Section 232 changes made by the “Strengthening Actions Taken to Adjust Imports of Aluminum, Steel, and Copper into the United States” Presidential Proclamation issued on April 2, 2026.

The guidance includes entry filing instructions on aluminum, steel, and copper products, along with their derivatives. The Chapter 99 headers are provided for each scenario that was detailed in the original proclamation.

Countries of smelt and pour for steel products and the countries of smelt and cast for aluminum are still to be reported. In the future, CBP will provide details for reporting the countries of copper smelt and cast in the future when the functionality is available in the Automated Commercial Environment (ACE).

Manufacturing Drawback claims shall be available on the duties imposed by these Section 232 changes. Products entered into a Foreign Trade Zone (FTZ) that are subject to the duties imposed by the proclamation may only be entered under “privileged foreign status” and will be subject to these Section 232 duties when entered for consumption.

These changes went into effect on April 6, 2026.
