CBP Publishes Guidance on De Minimis Shipments from China and Hong Kong

In a Cargo Systems Messaging Service (CSMS) bulletin published on February 3, 2025, U.S. Customs and Border Protection (CBP) provided guidance on how de minimis shipments from China and Hong Kong will be processed in the Automated Commercial Environment (ACE).

CBP reminds the trade community that even in situations where the manifest was created before 12: 01 am Eastern Standard Time on February 4, 2025, if the shipment arrives after that time, the merchandise will not be eligible for the de miminis exemption.

The CSMS reviews the error messages that will be received in ACE based on the mode of transportation. Once rejected in ACE, the filer/importer will can file an appropriate formal or informal entry and paying all applicable duties, fees, and taxes.
