CBP Publishes Guidance on Additional Duties on Indian Imports

In a Cargo Systems Messaging Service (CSMS) bulletin published on August 25, 2025, U.S. Customs and Border Patrol (CBP) provided guidance on additional ad valorem duty on imported articles of India that was imposed by the “Addressing Threats to the United States by the Government of the Russian Federation” Executive Order (EO).

The CSMS reviews the additional duties imposed on products of India that are “entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 27, 2025.”

The guidance also reviews entry filing instructions, the required Harmonized Tariff Schedule (HTS) sequencing, and the products that are exempt from the additional duty.

Duty Drawback shall be available for additional duties.

Products of India may only be admitted into a foreign trade zone under “privileged foreign status” and will be subject to these additional duty rates; unless the product is eligible for admission under “domestic status.”
