CBP Publishes Guidance on Additional Duties on Imports from Mexico

In a Cargo Systems Messaging Service (CSMS) bulletin published on March 3, 2025, U.S. Customs and Border Protection (CBP) published guidance on the additional duties on imports from Mexico.

Products of Mexico will be subject to an additional ad valorem rate of duty of 25%. This duty will be in addition to all other applicable duties, taxes, and fees.

The following products are excluded from these additional duties:

  • Donations, such as food, clothing, and medicine, intended to be used to relieve human suffering.
  • Films, posters, photographs, microfilms, publications and other informational materials.
  • Goods that are properly claimed under certain provisions of chapter 98 of the harmonized tariff schedule.

The de minimis exemption will continue to be available for goods for Mexico, provided the goods are otherwise eligible for the exemption. Drawback will not be available in regard to the additional duties.

These additional duties will be applied to Mexican goods entered for consumption or withdrawn from a warehouse for consumption on March 4, 2025.
