On August 28, 2025U.S. Customs and Border Protection (CBP) issued a Cargo Systems Messaging Service (CSMS) bulletin outlining the suspension of duty-free de minimis treatment for all countries.
Effective August 29, 2025, clearance for de minimis entries will be rejected. CBP will update the Automated Commercial Environment (ACE) to reject all Section 321 manifest filings and entry type 86 cargo release transactions.
Going forward, filers will “be required to submit an appropriate formal or informal entry type filed in ACE, except for shipments sent through the international postal network, along with payment of all applicable duties, taxes, and fees.”
CBP also provided instructions for paying duties on international mail shipments, along with a duty worksheet that must be completed to facilitate duty payment.
