CBP Publishes Air Cargo Advance Screening Interim Final Rule

On June 12, 2018, U.S. Customs and Border Protection (CBP) published the interim final rule on the mandatory Air Cargo Advance Screening (ACAS) program. The rule requires the inbound carrier or other eligible party to transmit specified advance cargo data to CBP electronically for any cargo transported onboard aircraft bound for the U.S. as early as practicable, but no later than prior to loading the cargo onto the aircraft.

Some of the mandatory data required by CBP include:

  • Air waybill number;
  • Shipper name and address;
  • Consignee name and address;
  • Cargo description;
  • Total quantity based on the smallest external packing unit;
  • Total weight of the cargo.

In addition, CBP has requested public participation in the rulemaking by asking for “…written data, views, or arguments on all aspects of this interim final rule.” The interim final rule becomes effective June 12, 2018.
