In a Cargo Systems Messaging Service (CSMS) bulletin published on February 25, 2025, U.S. Customs and Border Protection (CBP) provided the trade community with updated and consolidated guidance for the additional duties for products imported from China and Hong Kong. This guidance is based on the White House’s “Imposing Duties to Address the Synthetic Opioid Supply Chain in the People’s Republic of China” Executive Order.
This CSMS reminds the trade community of the applicable Harmonized Tariff Codes associated with the extra duties, as identified in previous bulletins. Additionally, the CSMS reviews the sequence that Harmonized Tariff Schedule (HTS) classifications need to be entered to be entered for these additional duties to apply.
CBP will reject entry summaries that do not follow the previously issued guidance. If an entry summary is rejected, the filer is required to resubmit the entry within two business days, or the importer of record could be subject to liquidated damages.
