CBP Issues Updated Guidance on Submitting Section 232 Product Exclusions for 2018 Expired HTS

On April 17, 2019, U.S. Customs and Border Protection (CBP) issued Cargo Systems Messaging Service (CSMS) #19-000194, providing updated guidance on the submission of Section 232 product exclusions for an expired Harmonized Tariff Schedule (HTS) classification.

According to the CSMS, CBP will add the replacement HTS to the product exclusion data within the Automated Commercial Environment, allowing members of the trade to file the exclusion number with the new HTS classification. CBP will continue to allow importers and filers to file post summary corrections on entries that used the expired HTS classifications in order to request retroactive refunds.
