CBP Issues Guidance on Used Vehicle Shipments to Puerto Rico

In a Cargo Systems Messaging Service (CSMS) published on December 4, 2024, U.S. Customs and Border Protection (CBP) provided updated guidance on shipments of used self-propelled vehicles from the continental United States to Puerto Rico.

According to CBP Ruling HQ H318727, transporting used vehicles to Puerto Rico does not qualify under the definition outlined in 19 CFR 192.2 as Puerto Rico is considered part of the Customs territory of the United States.

While the updated ruling exempts these shipments from the provisions of 19 CFR 192, CBP would like to remind the trade the requirements 15 CFR 30 still applies, and an Electronic Export Information (EEI) is mandatory for all self-propelled vehicles. This EEI filing will require the Vehicle Identification Number or Product Identification Number.
