In an Executive Order and its accompanying Fact Sheet, President Trump announced the elimination of duty-free de minimis treatment for low-value imports from China and Hong Kong.
Goods imported from China and Hong Kong through means other than the international postal network and valued at $800 or less will be subject to all applicable duties.
Goods imported from China and Hong Kong through the international postal network valued at $800 or less are subject to a duty rate of either 30% of their value or $25 per item in lieu of any other duties. This will increase to $50 per item after June 1, 2025.
Within 90 days of this Executive Order, the Secretary of Commerce will submit a report on the impact of the Executive Order and a recommendation on whether to extend these rules to packages from Macau.
De minimis treatment will be removed from goods from China and Hong Kong on May 2, 2025, at 12:01 a.m. EDT.
