CBP Issues Guidance on Solar Cells and Modules Quota Opening

On February 1, 2023, in Cargo Systems Messaging Service (CSMS) #54938958, U.S. Customs and Border Protection (CBP) announced the opening of the tariff rate quota (TRQ) for Crystalline Silicon Photovoltaic (CSPV) cells and additional duty for modules containing CSPV cells under Section 201 of the Trade Act of 1974.

The quota period begins February 7, 2023. In accordance with Federal Register Notice 87 FR 43369, CSPV cells and modules products originating in Canada are excluded from the safeguard measures.

Quota Bulletin QB 23-507 2023 Solar Cells/Modules outlines the tariff rates and quantity thresholds through February 6, 2024.
