CBP Issues Guidance on Section 232 Duties on Russian Aluminum

On March 8, 2023, in Cargo Systems Messaging Service (CSMS) #55407022, U.S. Customs and Border Protection (CBP) issued guidance on the increased Section 232 duties on imports of aluminum and derivative aluminum products from Russia. These increased duties were announced on February 24, 2023, and include:

  • Aluminum products and derivative aluminum products from Russia will be subject to a 200% ad valorem tariff effective March 10, 2023.
  • Any aluminum articles “where any amount of primary aluminum used in the manufacture of the aluminum articles is smelted in Russia, or the aluminum articles are cast in Russia, and derivative aluminum articles where any amount of primary aluminum used in the manufacture of the derivative is smelted in Russia, or the derivative aluminum articles are cast in Russia” will be subject to a 200% ad valorem tariff effective April 10, 2023.
  • The affected products will not be eligible for any General Approved Exclusions as of the aforementioned effective dates.
