CBP Issues Guidance on Section 201 Modifications

On October 26, 2020, in Cargo Systems Messaging Service (CSMS) #44553480, U.S. Customs and Border Protection (CBP) issued guidance on the modifications of the Section 201 Action on Solar Cells and Panels. The modifications include an adjustment to the duty rate for the safeguard measures from 15% to 18% and the revocation of the exclusion for bifacial panels.

These modifications were announced in a Presidential Proclamation on October 10, 2020, in Federal Register Notice 85 FR 65639. The duty rate change is effective beginning February 7, 2021. The bifacial panel exclusion revocation is effective October 25, 2020.
