In a Cargo Systems Messaging Service (CSMS) bulletin published on May 6, 2025, U.S. Customs and Border Protection (CBP) provided guidance on filing of separate informal entries when merchandise is consigned to one consignee.
Generally if the total value of merchandise on a single entry is above $2,500, a formal entry must be filed. The CSMS clarifies the exceptions that allow multiple informal entries to be filed for "merchandise arriving on one conveyance and consigned to one consignee". The exceptions include, but are not limited to:
- Circumstances when each portion of a consolidated shipment addressed to one consignee (or nominal consignee) is intended for various ultimate consignees;
- Circumstances when several portions of the consignment for which separate entries are tendered are covered by separate bills of lading; or
- Circumstances when the “consignment consists of different classes of merchandise which are to be processed by different Customs commodity specialist teams.”
The CSMS also clarifies that for each informal entry filed under these circumstances, a corresponding entry summary must be filed.
