CBP Issues Detention Order on Hair Products over Forced Labor Concerns

On May 1, 2020, in a press release, U.S. Customs and Border Protection (CBP) issued a withhold release order (WRO) over concerns that the goods are produced using forced labor. 

The WRO restricts imports of the affected products unless the importer is able to provide a certificate of origin and documentation proving that the products were not produced using forced labor.  The WRO is effective immediately, and CBP will detain the following:

  • “Imported merchandise made wholly or in part with hair products manufactured by Hetian Haolin Hair Accessories Co. Ltd. (Haolin), who operate in the Xinjiang region of China.”
