CBP Issues Advance Procedures and Requirements for Implementing the CBMA

On October 3, 2018, U.S. Customs and Border Protection (CBP) issued advance procedures and requirements for implementing the Craft Beverage Modernization Act (CBMA) in Cargo Systems Messaging Service (CSMS) #18-000587.

The advance procedures provide importers with a notice of upcoming changes to CBP’s CBMA process and requirements. CBP advises they will issue another CSMS later in October, highlighting the updates.

Some of the advance procedures include:

  • Requirement to use the CBMA flag to identify entry lines for which the CBMA rate (lower rate) will be claimed;

  • Details on filing with the CBMA flag for entries filed since January 2018;

  • Requirement to file documentation to complete their CBMA claim;

  • The required CBMA spreadsheet template containing required information;

  • The required Controlled Group spreadsheet template containing required information;

  • An Assignment Certification template required for every entry for a CBMA claim.

CBP directs any questions to CBMA@cbp.dhs.gov or for trade members to visit the CBMA web page on CBP.gov for additional information.
