CBP Announces Requirements to Claim Nepal Preference Program

On April 27, 2017 U.S. Customs and Border Protection (CBP) released Cargo Systems Messaging Service (CSMS) #17-000246 announcing certain system requirements necessary to claim the Nepal Preference Program in ACE.

The CSMS specifies that both the country of origin and country of export must be reported as Nepal (NP) and the claimed tariff number must have the associated NP listed in the special program column. The CSMS also notes, “there is no mention of MPF in the legislation or proclamation so there is no MPF exemption under the program.”

The Nepal Preference Program became effective on December 20, 2016 through Proclamation 9555.
