CBP Announces Interim Temporary Importation Bond Rules

On March 9, 2017 U.S. Customs and Border Protection (CBP) released Cargo Systems Messaging Service (CSMS) #17-000135 announcing interim rules for processing Temporary Importation Bonds (TIBs) in the paperless environment of ACE.

With the transition to ACE, a paper CBP Form (CF) 3461 or 7501 will no longer be required at the time of entry for TIB entries.

The listed steps should be followed when presenting a TIB entry:

  • Entries will be considered “Export Examination Not Required” at release, unless otherwise noted
  • CBP will review and determine which TIBs will require an examination
  • A message of “Export Examination Required” will be received, most likely after release, if a shipment has been determined to require an examination.
  • If an exam is required and paper entries are provided, they should be stamped
  • “At the time of export, a completed CBP Form 3495 should be presented at the port of export identifying the shipment to be examined and to record examination completion as per current procedures. In lieu of a stamped CBP Form 3461/7501, the original entry number, date of entry and port of entry information should be provided as well as invoices etc. from original importation.”

A deployment date for a fully electronic transaction has not yet been announced.
