CBP Announces Interim Final Rule on Debit Voucher Interest Accrual

On October 23, 2023, U.S. Customs and Border Protection (CBP) issued an interim final rule on changes to the accrual of interest for debit vouchers. Per the interim final rule, “interest on the debited amount will accrue from the date of the issuance of a debit voucher bill, and no longer from the date of the debit voucher.”

This change to debit vouchers is scheduled to be released in the Automated Commercial Environment (ACE), Collections Release 7. Release 7 will be the latest modernization of CBP’s automated payment process.

The interim final rule goes into effect November 4, 2023; comments must be submitted to CBP by December 22, 2023.
