On December 7, 2023, U.S. Customs and Border Protection (CBP) published a Cargo Systems Messaging Service (CSMS) bulletin announced the year-end Immediate Delivery (ID) procedures.

ID authorization is “offered to filers who may elect to take advantage of the interim Harmonized Tariff Schedule changes, which take effect on or after January 1, 2024.” The authorization does not apply to merchandise moved under a transportation in-bond or absolute quota merchandise.

To qualify for ID authorization, the shipment must be released between December 15, 2023, and December 31, 2023.
