On August 1, 2019, U.S. Customs and Border Protection (CBP) announced in a Federal Register Notice (FRN) changes to various fees, including the Merchandise Processing Fee (MPF), within the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985.

In the FRN, CBP states that the MPF ad valorem rate of 0.3464% will not change, but that the minimum and maximum values for formal entries will change to $26.79 and $519.76, respectively. The changes are scheduled to take effect on October 1, 2019.
