BIS Issues Best Practices for Medical-Related Items to Russia, Belarus, or Parts of Ukraine

On July 19, 2023, the Bureau of Industry and Security (BIS) published on its website a document addressing best practices for "submitting license applications involving medical-related items destined to Russia, Belarus, and the Occupied/Covered Regions of Ukraine."

The document provides guidance on information, when included in a license application, may assist that application in moving through the license review process more efficiently. Some of the topics included in the best practices document are:

  • End-use and end-user statements;
  • Inclusion of Harmonized Schedule (HS) codes; and
  • Grouping of items listed in an application. 

The document also includes a "best practices checklist".
