Argentina Replaces SIRA Licensing Requirements

On December 26, 2023, the Argentinian Ministry of Commerce published two Resolutions that will replace the current licensing requirements known as SIRA (Sistema de Importaciones de la Republica Argentina). Resolution 1/2023 cancels the licensing requirements of SIRA, while Resolution 5466/2023 establishes a new import statistical system known as SEDI (Sistema Estadístico de Importaciones).

SEDI will monitor and follow up on import statistics to promote international trade while also giving the country a new system to obtain information on goods before they arrive in Argentina. In addition, SEDI is designed to retain private commercial debt related to imports for 360 days, as opposed to the old SIRA system, which was only valid for 90 days. This information will allow authorities to review an importer’s financial information to determine if they can be relied on to make payments on imported goods. The entry will be automatically accepted if the authorities do not act within 30 days of a financial review.

Both Resolutions 1/2023 and 5466/2023 went into effect on December 26, 2023.
