On December 13, 2023, the Government of Argentina published General Ruling 5464/2023 in the “Boletín Oficial de la República Argentina”. This Ruling affects the Impuesto Para una Argentina Inclusiva y Solidaria (Impuesto PAIS) tax that is applied to the purchase of foreign currency that is used in the payment of imported goods and services. This tax is increased from 7.125% to 16.625% on non-luxury goods.

Impuesto PAIS does not apply to some petroleum oils, food, and other certain “Basic Basket” products as outlined by the Ministry of Economy. In addition, some goods that are used in the generation of energy as determined by the Ministry of Energy are exempt as well.
