Argentina Modifies Impuesto PAIS

On July 24, 2023, the Government of Argentina published decree 377/2023 establishing a taxable base for the purchase of foreign currency used in the payment of imported goods and services. The tax is known as Impuesto “PAIS” due to the acronym “Para una Argentina Inclusiva y Solidaria” (For an Inclusive and Solidary Argentina). This measure is not applicable to some petroleum oils, food and products under the concept of “Basic Basket” determined by the Ministry of Economy, and some goods used in the generation of energy as determined by the Ministry of Energy. There are several duty percentages under this new regulation for imported goods or services rendered by non-Argentinian residents: 7.5% for non-luxury goods and 30% for luxury goods. This entered into force on July 24, 2023.
