Additional Steel and Aluminum Derivative Products Subject to Section 232

On August 15, 2025, U.S. Customs and Border Protection (CBP) published two Cargo Systems Messaging Service (CSMS) bulletins announcing that an additional 407 Harmonized Tariff Schedule subheadings will be subject to 50% Section 232 duties on steel and aluminum derivatives.

These duties will apply to the new list of subheadings for “goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Daylight Time on August 18, 2025.” No transit exemption will be permitted for these products. The CSMS bulletins provide entry filing instructions and outline the new Chapter 99 Harmonized Tariff Schedule of the United States (HTSUS) numbers applicable to these Section 232 modifications. Duty drawbacks will not be available for these duties.

Additionally, the 200% duty on aluminum and aluminum derivatives originating from Russia remains in effect and should be applied to the full value of the imported goods.
