Communication continues to be challenging as 89% of Puerto Rico is still without phone service, per FCC. Most ocean carriers are working with generator power.  Finding trucks to pull containers continues to be a challenge due to fuel scarcity.

Airports are still focused only on humanitarian aid or military flights.

The Jones Act was temporarily waived and will allow international support to reach the island.
