CBSA Delays in EDI and eManifest Processing: July 25, 2025

The Canada Border Services Agency (CBSA) is currently experiencing a temporary system outage that’s impacting entry and message processing services for Electronic Data Interchange (EDI) and eManifest portal messages.

While inbound data is being received, there are significant delays in sending outbound messages, such as acknowledgements, reject messages, and notices (e.g., RNS, completeness notices).

As a result, eManifest portal users may see their trade data stuck in an “Updating” status. The CBSA is actively working to resolve this issue, but has no estimated time of resolution.

Impact of the Delays

The ongoing delays are resulting in a backlog in message processing. The CBSA is urging users to refrain from resubmitting documentation, as this will lead to duplication and further delays, exacerbating the already overloaded system.

Actions Required

To mitigate the impact of this outage, please refer to the CBSA’s contingency procedures. You can find these procedures on the Canada Border Services Agency page.

For highway carriers proceeding to the border during this outage, ensure drivers have two copies of the correct paperwork to present upon arrival. The CBSA will accept paper documentation during the outage, and no monetary penalties will be issued for failure to transmit required data during this period or for the two hours following system resumption.
