White House Modifies Scope of Reciprocal Tariffs

On September 5, 2025, the White House published an Executive Order (EO) making amendments to the scope of reciprocal tariffs and establishing streamlined procedures for implementing trade and security agreements. 

The EO revises "Annex II", which excludes certain goods from the reciprocal tariffs, by

  • Removing 134 Harmonized Tariff Schedule (HTS) numbers for items such as aluminum hydroxide, resin, silicone products, and;
  • Adding 47 HTS numbers for items such as critical minerals and pharmaceuticals. 

The EO also formalizes a process for the Secretary of Commerce and the U.S. Trade Representative to review and implement future trade and security agreements. 

The Annex II amendments are effective as of September 8, 2025.
